What is the minimun age for getting a Piercing in England or the UK?

I am 12 & 3/4 years old and I want to get several piercings for my 13TH birthday, I want to start out with an eyebrow Piercing on my right eyebrow, but I don't want to go into a Piercing shop to seem stupid for asking. I understand you have to be over 16 to have genitals piercing (I don't want them anyway), but could anyone help me?
