Nose Piercing Before Travel or during Travel?

I am going to be spending the end of August to December in Germany this Fall and I really want to get a nose ring. I am unsure whether I should get one here and go to Europe or just wait and get one in Europe. Also, I have heard that it is not advised to get a nose ring when newly pierced? Is this true?
